The U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA) is in the process of implementing the first substantial change to the hours-of-service rules (HOS) since 1939.  This law mandates a change in the hours-of-service rules that govern over-the-road drivers, who currently carry the overwhelming majority of freight that originates at MeadWestvaco’s Chillicothe distribution facilities.          The HOS changes essentially reduce the net number of hours in which our drivers may transport freight from our facility to our customer locations. 

Efforts in our logistics department have been ongoing to comply with these new       federally-mandated regulations while attempting to maintain the level of service under which we have operated with our customers for some time.  As a result, MeadWestvaco will take on a substantially greater cost of freight in order to reduce as much of a disruption as is possible. 

Despite our best efforts, in a limited number of markets, service will be affected by approximately 12-24 hours.  We wanted to apprise you of these changes, which will be implemented on January 4, 2004.

Our intention is to minimize this change to you to the extent that it is possible given   the law.
